Under Colorado law, "[e]ach unit owner is liable for assessments made against such owner’s unit during the period of ownership of such unit." C.R.S. § 38-33.3-315. So, the obligation for the assessment rests with the unit's owner at the time the assessment is levied, not when the damage took place.
