Notice to both parents is required both by federal and state law before an adoption can take place. A parent's right to raise their children is a fundamental right recognized by the US Supreme Court, and a parent has the right to notice and a hearing before that right can be terminated. Under certain circumstances, a court can terminate a parent's rights over their objection, but the legal standard is very high. I recommend discussing this with a licensed attorney who can explain the laws and requirements to you.
