I am planning to propose a bill to my local lawmaker. In the event my bill eventually gets past I would like to have a nonprofit organization to follow through with what the bill stands for. My question is do I need to set up the nonprofit first before I decide to take my proposal to local lawmakers?

Seems like having the Non-Profit established is a good idea but not required.
