He can request it. But do you have to pay it? A tenant is generally responsible for all damages to a property during his or her time of tenancy which are categorized as beyond normal wear and tear. Who decides? If the Landlord and Tenant cannot agree then one party may choose to bring a lawsuit and ask the court to decide the proper amount of damages. The security deposit only serves as security for the landlord but does not limit the damages.
