This is very typical in large associations. There is one master association with its own board of directors and hoa dues, and then there are a number of sub associations within that master association. Each sub association also has a board of directors and hoa dues, which can vary from sub to sub. This is all allowed and authorized though the Colorado Common Interest Ownership Act in C.R.S. 38 Art. 33.3, and also in the governing documents of the master association and the sub association.
