I recently moved into a complex where the HOA guidelines prohibit synthetic turf except in the backyard for specific purpose, eg, a putting green. The HOA Board had denied my request for a variance to add synthetic turf throughout. Under Senate Bill 19-1050, I believe that synthetic turf should be allowed and that it is not a “drought tolerant vegetative” landscape. The Board contends that synthetic turf is not an approved xeriscape design and hey have the discretion to deny my request. Do I have a valid claim?
