New next door neighbor has five dogs and I suspect these are rescues (not pets). The covenants call for only two dogs in the subdivision. this neighbor has only lets out the dogs in 2 or 3 numbers at a time. There is loud barking from the basement while they are gone to work, school, etc. Would like to talk to a lawyer about the way ahead and courses of action
