An disgruntled unlicensed contractor left tools/ladders at our house and won’t pick them up. How long do I have to keep them? I am in Teller County, Colorado.

This may be more complicated that it at first appears. The issue is did the contractor really "abandon" the tools, meaning he has no intent to return to collect the tools and more importantly can you prove the intent to abandon. If the tools are abandoned there is no time required to wait before you remove them, but it the tools are not abandoned then there is no time at which it becomes safe to dispose of the tools.
